  16. <p>Government coaching on the Iraq embargo reddens faces in Whitehall

  18. <p>    There's nothing like the publication of a cache of secret
  19. documents to kick up controversy. And the furor was substantial
  20. indeed when a court in London released memos and letters
  21. indicating that government officials were long aware that
  22. British companies were violating an embargo against shipping
  23. military equipment to Saddam Hussein's armies before the Gulf
  24. War. The documents were released when charges were dropped
  25. against three British businessmen accused of falsifying export
  26. papers for machine tools that could be used in the manufacture
  27. of artillery shells and fuses. The prosecution's case crumbled
  28. because Alan Clark, former Secretary of State for Trade and
  29. Industry, testified that he coached companies on how to get
  30. around the embargo.

  32. <p>    British Prime Minister John Major scrambled to minimize
  33. damage to his government, which in recent weeks has suffered
  34. from a series of political embarrassments. Major appointed
  35. Justice Richard Scott to head an immediate inquiry into the
  36. affair. With considerable understatement, Major said, "There
  37. have been some extraordinary stories about this matter."
